○ Description: Erection of part 8 part 11 storey building comprising 48 units to provide student accommodation.
○ Refused on grounds of :

- Overdominant scale and massing
- Failure to prprovide adequate amenity space
- Low quality design
- Impact on amenity of local residents
- Proposed S106 agreement is likely to result in increased on street parking
• LPA ref: 130387/FO/2021 – Status: Awaiting final determination.
○ The application was presented to MCC's planning committee on 31 May 2022 on the basis of a part 9 part 13 storey purpose built student accommodation building comprising 261 bed spaces with ancillary amenity space, a ground floor community hub.
- MCC's Planning Committee (31 May 2022) resolved to be minded to refuse on the basis that the scale was over dominant and the lack of parking in close proximity to the entrance for those with disabilities |
|---|
| - The scheme was subsequently reduced in scale to a part 7 part 11 storey purpose built student accommodation (PBSA) building providing 197 bed spaces and reported back to Committee in October 2022 with an officer recommendation to approve. The number of objections to the revised scheme reduced to 25 (from 72 associated with the initial proposals).
- Members once again however were minded to refuse on the basis of over dominant scale,m lack of parking for those with disabilities, and compatibility with the surrounding area from a residnetial amenity perspective.
- For this application to be formally determined, it will need to come back to the Committee with a report from officers recommending reasons for refusal. |
