| b) Citroen Garage Site | | | In addition, we understand that the PBSA development will only be allowed to come forward as part of a wider mixed use commercial development, consistent with Development Plan policy and the SRF for the site.
In addition, there is a need for a degree of collaboration between different land owners in order to establish a cohesive masterplan for the UBS site as a whole, noting that some elements (including Tai Wu and W.H. Lung are likely to continue in their current operation for many years as they are successful businesses.
Our recommendation is for MCC to proactively use the planning process and their land ownership interests to facilitate comprehensive mixed use development of the site with the right outcomes. |
| 17) Whitworth Park Halls of Residence | UoM | Pre-Planning | <350 | Amber | 2027 | The site is capable of taking a higher density of development and we understand that feasibility studies are being progressed for redevelopment of the site with an increase of circa 334 bedspaces over and above the current facilities. The current buildings are reaching the end of their life and need modernisation.
Ongoing dialogue is required with the UoM in order to support the proper planning of the site and meet the opportunity to address quantitative and qualitative demand for PBSA. |
| 18) One Medlock Street (Premier Inn) | Whitbread and Dominvs Group | Application Nov '22 | 1,000 | Amber | 2026 | There are Site's in closer proximity to the University Campuses in better locations for PBSA.
It is noted that there is a PBSA scheme next door (River Street tower); however, that scheme was approved under special circumstances given that the site had been subjected to a stalled development with a partially completed concrete frame only on the site, and there had been a number of failed attempts to bring the site forward for other (non-PBSA uses). The scheme that has been delivered offered a way forward for the site. |
