KENTUCKY STATE UNIVERSITY BOARD OF REGENTS

ACTION ITEM:

Approval of Dual Credit Tuition Policy

FACTS:

The Dual Credit Tuition rate is set by the Council on Postsecondary Education (CPE) and the Kentucky Higher Education Assistance Authority (KHEAA). Per the Dual Credit Scholarship Program (KRS 164.786), colleges cannot charge participating dual credit students anything more than the dual credit tuition rate ceiling per credit hour, including fees outside of textbooks.

Kentucky Dual Credit Scholarship Program (KRS 164.786) provides access, for eligible students, to two scholarship funding sources: 1) Dual Credit Scholarship and 2) Work Ready Kentucky Scholarship. The Dual Credit Scholarship provides funding for high school juniors and seniors to take up to two courses per year in general education subjects. In addition, the Work Ready Kentucky Scholarship provides funding for high school freshmen, sophomores, juniors, and seniors to take up to two career & technical educational (CTE) courses per year. In total, each Kentucky high school student has access to four general education scholarships and eight CTE scholarships.

In April 2024, Kentucky State University's Board of Regents approved a dual credit tuition rate increase to $93 per credit hour for the 2025 fiscal year. CPE and KHEAA review and approve the Dual Credit Tuition rate every year in June.

BUDGETARY IMPLICATIONS:

By charging the maximum rate set by CPE, dual credit tuition will offset both instructional and institutional support costs and will provide additional revenue streams from the Office of Dual Credit. Kentucky High School students have access to twelve scholarship opportunities, which have the potential to generate up to $3420 over a student's high school matriculation. The $3420 value was calculated by assuming each course is three credit hours multiplied by twelve scholarship opportunities, then multiplied by $95 per credit hour.

RECOMMENDATION:

In compliance with CPE's dual credit tuition rate ceiling, President Koffi Akakpo recommends the Board of Regents approve the Dual Credit Tuition Policy which states that Kentucky State University Dual Credit Tuition will charge the maximum amount as allowed by CPE and KHEAA and this rate will be inclusive of textbooks.
