The PICTOR Group, an Intercollegiate Athletics Consulting Firm was engaged on August 1, 2024, by Kentucky State University for the purpose of conducting an Athletics Review and Situation Analysis (SWOT) of the intercollegiate athletics program.

Throughout the review process, members of The PICTOR Group worked collaboratively with Grant Stepp, Director of Athletics, Jacqueline Duvall, Associate Athletics Director/Senior Woman Administrator (SWA), Christian Flowers, Assistant Athletics Director for External Operations and Dr. Clemette Haskins, Senior Fellow, Kentucky Council on Postsecondary Education.

The three individuals representing The PICTOR Group were Vice President and Project Leader, Dr. M. Dianne Murphy, Dr. Ingrid Wicker McCree, Consultant and Carolyn Schlie Femovich, Vice President.

Dr. M. Dianne Murphy has extensive experience as a head women's basketball coach at the NCAA Division I level. She has been an athletics administrator at Kentucky State University, University of Iowa and Cornell University. She also served as the Athletics Director at the University of Denver and Columbia University in the City of New York.

Dr. Ingrid Wicker McCree has an impressive record and storied career in higher education with more than 30 years in diverse roles. She has served as the Head Volleyball Coach and Director of Athletics at North Carolina Central University. She has also served in various leadership positions on local, regional and national boards.

Carolyn Schlie Femovich is an accomplished leader and respected athletics administrator. She has served in top leadership positions for over 40 years at both the campus and conference office levels. She was the Executive Director of the Patriot League and a Senior Associate in the athletics program at the University of Pennsylvania.

The PICTOR Group reviewed various informational materials provided by Kentucky State Athletics through a shared Dropbox folder between Kentucky State Athletics and The PICTOR Group.

Feedback was gathered from three distinct stakeholder groups utilizing three distinct Survey Questionnaires designed by The PICTOR Group and approved by the senior leadership in Kentucky State Athletics. The three Survey Questionnaires were administered electronically by Survey Monkey. One Survey Questionnaire was administered to members of the Athletics Staff. A second Survey Questionnaire was administered to Student-Athletes. A third Survey Questionnaire was administered to Friends of Athletics.

The PICTOR Group representatives visited the campus of Kentucky State University on October 7-8, 2024. The representatives toured athletics facilities and conducted in-person interviews with internal stakeholders from select members of the President's Cabinet and other campus
