Approval of Updated Bylaws

The Board of Regents’ Bylaws, referred to as The Gold Book, have been amended several times since December 2023. While each change has been approved by the Board through a majority vote, the Board has not approved the updated Bylaws as a whole. Therefore, to enable more accurate recordkeeping, the University requests that the Board approve the updated Bylaws.

The University is also requesting the Board to increase the President’s expenditure authority. Currently, the President is authorized to expend up to $250,000 without the Board’s prior approval. To streamline operations and to reduce the need for special Board meetings, the University is respectfully requesting that the President’s expenditure authority be raised to $1,000,000 per transaction or engagement. This authority is in line with that of other university presidents. Moreover, the President will still have a duty to report expenditures greater than $100,000 on a quarterly basis.
