Kennel December 23, 2025 Jackson Township Planning Board 95 West Veterans Highway Jackson, New Jersey 08527 Re: Proposed Residential Subdivision. Lots 29 & 30 in Block 20101 102 Sams Road Jackson Township, Ocean County MRA File No. 25-202 ## Dear Board Members: McDonough & Rea Associates (MRA) has been asked to provide the Planning Board with a Traffic Impact Analysis for a proposed residential subdivision with 9 building lots to be located on the noted property on Sams Road. The property is located on the west side of Sams Road south of Gail Chambers Road, as shown on Figure 1, a Site Location Map, in the Appendix. ## SCOPE OF STUDY In order to prepare a thorough Traffic Impact Analysis for the proposed residential subdivision, MRA conducted the following tasks: 1. Made field visits to the site to establish existing roadway and traffic conditions in the area. 2. Conducted peak hour traffic counts at the intersection of South Cooks Bridge Road/Gail Chambers Road in order to inventory existing peak hour traffic volumes. 3. Prepared estimates of traffic to be generated by the 9 single-family dwellings based on Institute of Transportation Engineers (ITE) data and local research. 4. Distributed site generated traffic north and south along South Cooks Bridge Road in accordance with anticipated arrival and departure patterns. ===== PAGE 2 ===== Jackson Township Planning Board 5. Prepared estimates of future traffic volume demand for a design year of 2035 in accordance with Ocean County Planning Board protocol. 6. Conducted level of service capacity analyses for the South Cooks Bridge Road and Gail Chambers Road intersection. 7. Reviewed the Subdivision Plan with respect to adherence to New Jersey Residential Site Improvement Standards (RSIS) and conformance with proper traffic engineering principles. The following report sets forth the database accumulated and the conclusions reached with respect to the proposed residential subdivision. ## EXISTING CONDITIONS The subject property is located on the west side of Sams Road south of its intersection with Gail Chambers Road in Jackson Township. Sams Road is a 2-lane north/south Municipal local roadway with a generally level and straight horizontal alignment in the vicinity of the site. Sams Road has a posted speed limit of 35 MPH. Gail Chambers Road is a local 2-ane collector roadway with an east/west orientation connecting to South Cooks Bridge Road east of Sams Road. ## EXISTING TRAFFIC VOLUMES Traffic volume data was collected by conducted manual turning movement counts at the intersection of South Cooks Bridge Road/Gail Chambers Road. The counts were conducted during the AM and PM peak hours in October 2025. Table I details the AM and PM peak hour traffic volumes.

===== PAGE 3 ===== ## TRIP GENERATION/DISTRIBUTION Estimates of traffic to be generated by the single-family homes were made after consulting data published in the 12^{th} Edition of the ITE Trip Generation Manual and by reviewing research traffic counts conducted by MRA at an existing single-family home development in Jackson Township with similar characteristics to the single-family homes proposed for the subject property (counts conducted at the Royal Grove subdivision on CR 528). Based on the results of the research counts at Royal Grove, it was found that morning and afternoon peak hour traffic volumes generated by those homes were higher than rates suggested by ITE data. Specifically, the following peak hour traffic generation rates were observed at Royal Grove. ## TABLE II ## TRIP GENERATION RATES ROYAL GROVE #### AM PSH=1.3 Trips per Unit PM PSH=1.15 Trips per Unit Based on the research data, the following Table illustrates the anticipated peak hour traffic generation for the subject property. ## TABLE III TRIP GENERATION 9 SINGLE-FAMILY HOMES

With respect to the distribution of site generated traffic, a review was made of access to employment and shopping opportunities in the area and the area roadway network. Accordingly, traffic was distributed as follows: 80 percent to and from the south 20 percent to and from the north ===== PAGE 4 ===== Jackson Township Planning Board ## ANALYSIS OF FUTURE TRAFFIC A design year of 2035 was assumed in accordance with Ocean County Planning Board protocol. Existing peak hour traffic volumes were expanded by 10 percent after reviewing the New Jersey Department of Transportation's (NJDOT) background traffic growth rate data for the area to develop the 2035 no-build traffic volumes. Site generated and distributed traffic was then surcharged onto no-build volumes to establish the 2035 build traffic volumes, as detailed in Table IV.

Traffic engineers calculate levels of service of unsignalized intersections which relate to the quality of traffic flow. Level of service is a measure of average control delay. Average control delay is the time lost due to deceleration and the amount of time from when a vehicle is stopped for a traffic control device (or at the end of the queue) to when the vehicle departs the intersection. Delay is a relative quantity of driver discomfort, frustration, fuel consumption, and loss in travel time. Levels of service range from “A” to “F” with “A” being the highest or best attainable level of service. Level of service “E” with average control delays of not more than 50 seconds per vehicle at an unsignalized intersection indicates near to or at capacity conditions and is generally considered the limit of acceptable level of service and delay. Full definitions of levels of service for unsignalized intersections as well as level of service summaries are included in the Appendix. The intersections studied by this report were analyzed according to the procedures set forth in the Highway Capacity Manual 2022, using the McTrans Highway Capacity Software (HCS 2025). ===== PAGE 5 ===== Findings were that the exiting movements from the Gail Chambers Road to South Cooks Bridge Road, during the morning peak hour, will do so at level of service “C”. For the afternoon peak hour, the intersection will operate at level of service “D”. Therefore, the offsite South Cooks Bridge Road intersection will operate within acceptable traffic engineering parameters. ## SUBDIVISION PLAN With respect to the residential subdivision cul-de-sac, we note that the new Jersey RSIS permits up to 24 single family homes to be constructed on a single point of access. Since 9 homes are proposed on the cul-de-sac, it complies with RSIS accessibility criteria. The Subdivision Plan details a 30-foot-wide roadway with parking permitted on both sides of the street in accordance with RSIS. The proposed right-of-way of the proposed subdivision roadway is 50 feet in accordance with RSIS. Also, the right-of-way at the cul-de-sac bulb provides for a 50-foot radius also in compliance with RSIS. ## CONCLUSIONS It is concluded, based on the analysis set forth in this report, that the construction of 9 single family homes on the noted property will generate approximately 12 new AM peak street hour trips and 11 new PM peak street hour trips. The Subdivision Plan has been designed in accordance with New Jersey RSIS. A representative of MRA will be in attendance at an upcoming Jackson Township Planning Board meeting to provide expert testimony and answer any questions Board members, Board experts or the public may have. Very truly yours, John H. Rea, PE Principal cc: Eli Halpert, PE
