9.0 SUMMARY & DISCUSSION

  • Traffic conditions within the area of the project will temporarily increase during the construction phase of the project, and will permanently increase as a result of the proposed development;
  • Locally, temporary increases in noise levels will be encountered as a result of site clearing, heavy machinery, construction, and increased traffic conditions during construction.
  • During construction, clearing and grading may give rise to wind-blown dust, soil erosion, sedimentation, and a reduction of air and water quality within the site. These adverse environmental impacts shall be controlled to the maximum extent possible through proper implementation of BMP environmental performance controls;
  • The infrastructure of Jackson Township will be tasked with an increased demand for public services (police, fire, water, etc.) as well as electric and gas utilities for the site. This will result in increased municipal services as well as increased demand on natural resources;
  • The proposed development will increase demand for water allocation and sewer demand;
  • Solid waste (garbage, refuse) will be carted away; however, waste will be generated that will result in increased landfill storage;

As determined within this Environmental Impact Statement, the development area is located outside of all freshwater wetlands, wetland buffers, flood hazard areas, riparian zones, critical wildlife habitat, endangered or threatened wildlife species or rare vegetative species. Barred owl habitat present within the forested wetland, will remain unaffected post-construction.

Negative effects due to potential environmental impacts that cannot be avoided will be minimized through the proper implementation of environmental performance controls. To successfully implement measures to minimize environmental impacts to the maximum extent practicable, the applicant and designated contractors must follow strict adherence to all applicable soil erosion and sediment control BMPs contained within the Standards for Soil Erosion and Sediment Control in New Jersey. It is also imperative that the applicant and designated contractors follow strict adherence to all applicable stormwater management BMPs contained within the NJDEP's N.J. Stormwater Best Management Practices Manual, the NJDEP stormwater management requirements, as well as the control standards stipulated within the Jackson Township development ordinances.

The proposed project constitutes a beneficial and desirable use for the community. Careful planning, construction, and management of the project combined with adherence to environmental performance controls will limit the potential for adverse environmental impacts now and into the future.
