The following alternatives were evaluated in demonstrating that the proposed location and design of the proposed development:
No Development Alternative: Leaving the site in its existing condition would avoid short term construction impacts but would not advance municipal housing objectives, efficient use of land already served by public infrastructure, implementation of modern stormwater controls, or orderly infill development consistent with surrounding residential subdivisions.
Alternate Location: Relocating the project to another site would likely require expansion of infrastructure, encounter greater environmental constraints, and reduce compatibility with established residential development patterns, offering no meaningful environmental or planning advantage over the subject site.
Reduction of Scope: Reducing the number of lots would not materially decrease environmental impacts because roadway access, utilities, stormwater infrastructure, and grading would still be required, while potentially impairing project feasibility and efficient land utilization.
A number of undesirable environmental impacts are unavoidable during and after construction:
A permanent displacement of the surficial geologic deposits in the form of underlying soils will occur because of additional grading, foundation and basin construction and other earth disturbances;
