responsibilities will be clearly established to ensure continued system performance and regulatory compliance.

Overall, the project minimizes sewerage impacts by utilizing existing infrastructure capacity, avoiding decentralized wastewater systems, and maintaining compliance with applicable utility and regulatory standards.

5.5 Freshwater Wetlands, Hydrology & Surface Water Quality

According to the NJDEP freshwater wetland GIS mapping, freshwater wetlands are mapped in the southern corner of the site and continue off site to the northeast and southwest. (refer to Figure 10: NJDEP Freshwater Wetlands Map). DuBois confirmed through an on-site investigation that the site and immediate vicinity are comprised of regulated wetland areas, similar to the NJDEP mappings. An NJDEP Freshwater Wetlands Letter of Interpretation – Line Verification to verify the extent of wetlands and transition areas was submitted on October 1, 2025 and is pending final approval (PI # 1511-06-0003.2).

According to the NJDEP GIS digital data layer entitled “NJDEP Surface Water Quality Standards of New Jersey”, an untitled tributary to the Dove Mill Branch is mapped in the southern corner of the site, within the wetlands. The tributary is classified as FW2-NT by the NJDEP. “FW2” is a general surface water classification applied to those freshwaters that are not FW1 or pineland waters. According to the Surface Water Quality Standards (N.J.A.C. 7:9B), “NT” or “Nontrout waters” means fresh waters that have not been designated as trout production or trout maintenance. These waters are generally not suitable for trout because of their physical, chemical or biological characteristics, but are suitable for a wide variety of other fish species.

According to the Federal Emergency Management Agency (FEMA) Preliminary FIRMs, the subject site is located within “Zone A”. (Refer to Figure 11: FEMA Preliminary Flood Map). The site is therefore regulated pursuant to the Flood Hazard Area Control Act Rules (N.J.A.C.7:13). The 2-year and 100-year flood line has been approved by NJDEP File # 1511-06-003.1 LUP240001. The riparian zone has been determined to be 50-feet.

Freshwater Wetlands, Hydrology and Surface Water Quality impact assessment

The project site contains areas of environmental constraint primarily located within the southern portion of the property, with the majority of the site consisting of upland woodland and previously disturbed areas. Based on available site observations and drainage analysis, surface runoff generally flows toward the rear of the property and ultimately discharges to downstream receiving areas outside the active development footprint. No regulated surface waters or mapped freshwater wetlands are proposed to be directly disturbed as part of the subdivision layout, and the limits of disturbance have been configured to avoid encroachment into environmentally sensitive areas to the maximum extent practicable.

Existing site hydrology is characterized by predominantly pervious soils with high infiltration capacity, resulting in limited surface runoff generation under existing conditions. The proposed development maintains this hydrologic function by directing stormwater runoff to infiltration based green infrastructure systems rather than surface discharge. Runoff from remaining undisturbed woodland areas is preserved under existing drainage patterns and is not intercepted by the stormwater collection system, thereby maintaining pre-development hydrologic connectivity.

Surface water quality impacts are minimized through the treatment of stormwater runoff prior to discharge or recharge. The proposed surface infiltration basins provide filtration and sediment removal consistent with New Jersey Stormwater Management Rule performance standards, while roof runoff is segregated and
