protection around the limits of disturbance. The project will comply with the Ocean County Soil Conservation District (SCD) requirements. Disturbed areas will be re-vegetated as required and approved by the SCD.

5.4 Sewerage

The site is within the Ocean County Sewer Service Area. The Jackson Township Municipal Utilities Authority operates the sanitary sewer collection system in the Township. The sewage is conveyed to and treated by the Ocean County Utilities Authority. Confirmation of the capacity of the plant to handle additional sewage flows will be required.

Sewerage impact assessment

The proposed subdivision will be served by existing public sanitary sewer infrastructure within the Township of Jackson. Connection to the public sewer system eliminates the need for on-site septic systems and associated subsurface disposal fields, thereby reducing the potential for groundwater contamination, nitrate loading, and localized hydraulic failures. The scale of the development, consisting of nine single family residential units, represents a modest incremental increase in wastewater generation that can be accommodated by the existing collection system and downstream treatment facilities without requiring system upgrades or expansion.

The proposed sanitary sewer extensions will be designed and constructed in accordance with applicable municipal standards and utility authority requirements. Gravity sewer connections and appurtenances will be installed within the internal roadway right of way, minimizing disturbance to undisturbed areas and simplifying long term maintenance access. All connections will be subject to review and approval by the serving sewer utility and local agencies.

Because wastewater will be conveyed to a regulated regional treatment facility operating under a New Jersey Pollutant Discharge Elimination System permit, effluent quality and discharge compliance will continue to be regulated under existing permit controls. No on site wastewater treatment, discharge, or surface water outfall is proposed.

Overall, the project is not anticipated to result in significant adverse impacts to sewer capacity, treatment performance, groundwater quality, or surface water resources. The proposed connection to public sewer represents a net environmental benefit when compared to decentralized wastewater disposal alternatives.

Steps taken to minimize environmental impacts

Potential sewerage impacts are minimized by connecting the development to the existing public sanitary sewer system, eliminating the need for on-site wastewater treatment and subsurface disposal systems that could pose risks to groundwater quality and public health. The limited number of proposed residential units generates a modest wastewater demand that can be accommodated within existing collection and treatment capacity without requiring system expansion.

Sanitary sewer extensions will be designed and constructed in accordance with municipal standards and utility authority requirements to ensure proper flow, structural integrity, and long term reliability. Gravity flow configurations will be used where feasible to minimize operational complexity and maintenance needs.

Construction activities will be sequenced to minimize disturbance and protect existing utilities, with all connections inspected and approved prior to activation. Post construction operation and maintenance
