Figure 1: Transportation Circulation and Destinations
The District includes four significant corridors - W 6th Street, W 8th Street, W 12th Street and Peninsula Drive. As illustrated on the map to the right, W 12th Street is the roadway with the highest volume of Annual Average Daily Traffic (AADT) at 21,000 vehicles a day. Due to consistently high traffic volumes, it is unlikely that the lane configuration on W 12th Street will change in the near future. The same is also true with Peninsula Drive because it is a major conduit to the Park. W 8th Street and W 6th Street both contain significantly lower AADTs and are therefore more
Corridor Circulation Supports a District
This regular influx of tourists is one of the district's strongest assets, and should be leveraged accordingly. The 3,200 acre park is located minutes away from the project area, but should be more connected to the District. It is likely that many park visitors drive into the park and when they leave the park, they leave the District entirely. This plan looks to better connect and integrate the State Park and the District.
visitors have healthy incomes and are spending money outside of the park. It is likely that some of that money is being spent within the district at local restaurants, bars and retail businesses. However, because out-of-town visitors are staying multiple nights and most hotel accommodations are located outside the District, it is also likely that a much higher percentage of the money being spent could be spent within the District if it had more to offer - from both an overnight accommodations and business standpoint and a quality of place standpoint.
comfortable for both pedestrians and bicylists. Both should be enhanced to better accommodate all users. The volume of people that move through the District daily presents a tremendous opportunity. Creating an identifiable place will help to encourage people to stop, stay and spend.
Destinations in the District Beyond the Park
Presque Isle State Park is the main attraction for the district and brings people from all over the world to Millcreek. There are several other significant assets that attract people to the District. This includes Scott Park, Waldameer Amusement Park, Colony Plaza, West Erie Plaza and many other local businesses. These assets may never attract the same number of visitors that the State Park does, but they do make significant contributions to the local and regional economies. This Plan looks to leverage these assets by building quality place that drives economic development to serve both residents and visitors.
