Implementation of the proposed improvements are outlined on the following pages. These actions do not represent an exhaustive list but rather an initial program that should be updated as progress is made and change is realized. As with most things, priorities tend to change over time so it is important that Millcreek remain steadfast but also be conscientious and flexible to recognize and react to unforeseen challenges and opportunities. Transforming the Presque Isle Gateway District from an auto-oriented commercial district to a multi-modal mixed-use district will a require consistent investment of time and money as well as patience for incrementa change.
The costs associated with many of the recommendations can change substantially over time. The costs estimate included in the table below are opinions of probable costs and should be used for general planning purposes only. More detailed costs estimate should be prepared during schematic and final design. It should be noted that there is significant variability in the degree to which improvements can be implemented and the costs associated with the improvements. For example, gateway treatments can include special features, decorative pavement treatments and significant landscaping, or other less expensive treatments with only plantings and less expensive pavement treatments. Other improvements such as improving streetscape and walkability along Peninsula Drive and W. 12th Street and infill development will likely evolve over an extended period of time through a combination of public/private partnerships.
