Vacant and underutilized properties can provide a great opportunity to re-envision land use. There are several vacant properties in the Presque Isle Gateway District that would benefit from infill redevelopment.
Mixed use redevelopment should be prioritized along major corridors including Peninsula Drive and W 8th Street. Many identified locations are located near the intersection of Peninsula Drive and W 8th Street. These locations are identified on the overall master plan for the Presque Isle Gateway District.
The timing of redevelopment of vacant parcels, particularly along W 8th Street, will vary considerably. Surface parking could be developed as an interim solution on existing vacant parcels, including some near Sommerheim Drive. This is not the highest and best long-term land use for these parcels, and this should be viewed as a short term use. Additionally, parking of any kind should be avoided on corner parcels. See pages 17 and 18 in Section 2 for additional information on infill development.
In addition to mixed use redevelopment, Millcreek Township should also seek opportunities to allow for infill residential development. A variety of residential options and housing types should be considered and permitted in the Presque Isle Gateway District including but not limited to townhomes, condominiums, and other multifamily options. See pages 17 and 18 in Section 2 for additional information on infill development.
Vertical mixed use development includes a variety of uses together in buildings, i.e. the first floor of a building could be a retail/commercial use while the second and third floors could be office/residential uses.
W 10th Street is a residential street with connections to W 8th Street and W 12th Street via Hilborn Avenue, Filmore Avenue and Selinger Avenue. This street is identified on the district's master plan as a potential location for infill residential development. The street exists in two unconnected segments that are separated by a creek. Connecting these segments over the creek would provide greater access to residents on both sides of W 10th Street. This should be considered a long-term project for the Township.
The Montessori Regional Charter School is located along W 8th Street near West Erie Plaza. The school property includes a significant portion of landscaped green space that is adjacent to the street. In the past, the school has expressed an interest in creating a public space on this land to be used for gatherings, events, and as parkland. Millcreek should continue to coordinate with the school to pursue necessary improvements and features that will provide a public space in this location.
Horizontal mixed use includes buildings that are single-use, but are on the same site or adjacent to different uses. In this way, development is not limited to a small list of uses an residential, commercial, office, and other uses can blend together on larger sites.
