4. Consider Bike Lanes and Street Trees On Peninsula Drive
PennDOT is planning a maintenance project for Peninsula Drive that includes milling and repaving. This project will not include full reconstruction therefore the curb-line will likely not change. However, this does provide an opportunity for re-striping, which could include adding bike lanes. The Township should discuss this further with PennDOT. Including bike lanes along Peninsula Drive was one of the most popular comments on the online engagement platform. This also provides an opportunity to implement the preferred corridor alternative for Peninsula Drive, further detailed in Section 3 of this plan, and shown below.
5. Develop Trail - TREC Multi-use Connection
A 2018 study identified the need to complete a connection from Scott Park through the Tom Ridge Environmental Center (TREC). This potential trail would also connect to Peninsula Drive near the entrance to Presque Isle State Park. Ideally, this trail would also connect to a trail extension that leads to the State-owned land adjacent to Peninsula Drive and W 8th Street.
6. Develop Trail - Scott Park Multi Use Connection
The west side of Scott Park has existing trails through areas of forested land. A trail extension should be developed to connect these trails to State-owned land adjacent to Peninsula Drive and W 8th Street. This trail will connect Scott Park to the W 8th Street corridor, a street that is envisioned to be the Main Street of Millcreek. The trails in Scott Park are primarily walking and hiking trails. In order to connect to the State-owned land, a trail connection should remain as a pedestrian-only trail until it crosses Presque Isle Boulevard. Once it crosses the boulevard, the trail should be a true multi-use trail as it approaches the State-owned land, which has more open space.
There are several existing challenges to developing a trail through Scott Park. The forested land on the west side of the park has significant variance in grade throughout this area. This trail would also have to cross Presque Isle Boulevard at some point to provide the connection to the State-owned land. These challenges will have to be reconciled to provide a safe trail and crossing.
7. Develop Trail - Peninsula Drive Multi-use Trail
This multi-use trail would be integrated into the recently purchased State-owned land at the corner of Peninsula Drive and W 8th Street. A multi-use trail would start at this location and extend north into the State Park. Eventually, a multi-use trail could continue farther south along Peninsula Drive, connecting to W 12th Street in the southern portion of the district.
