CONCEPTUAL FRAMEWORK
Following discussions and input from key stakeholders and reviewing relevant data and previous plans and initiatives, the project team developed a district conceptual framework. At a high level, the framework plan sets the general direction for the District. It is a graphic representation and distillation of the quantitative and qualitative data collected and analyzed early in the planning process. It is predicated on addressing key issues, capitalizing on opportunities, and leveraging local and regional assets.
The four significant corridors are identified in accordance with their character and function. W 12th Street is an auto-oriented street that will likely remain auto-oriented based on the abundance of commercial land uses and the fact it carries more than 21,000 vehicles per day. W 8th Street is envisioned as a compact street that accommodates all modes of travel - walking, biking and driving - with a mix of businesses and housing types. It could become Millcreek's "Main Street." The integration of the public and private realms is critical to the long-term transformation of the street. Peninsula Drive is the gateway corridor to Presque Isle State Park. This corridor should have a variety of gateway features including signage and roadway treatments to identify the District. The framework plan depicts several gateways along Peninsula Drive that should contain these special sculptural or architectural features.
ActiveErie identified W 6th Street as a future bikeway. It makes sense that this will continue through Millcreek Township. W 6th Street is a corridor with a low speed limit and modest traffic volumes making it an ideal low-stress east-west route for bikers. Connections should be prioritized throughout the district to establish a comprehensive network to allow both bicyclists and pedestrians to access local assets, including Scott Park, Waldameer Park, the Tom Ridge Environmental Center, and businesses along the W 8th Street corridor. Also included in the framework plan are trail connections from Scott Park to State-owned land along Peninsula Drive. A new multi-use trail along the eastern side of Peninsula Drive would connect bicyclists and pedestrians from the District into Presque Isle State Park.
