The graph in Figure 3 shows a three year trend of designated, non-designated, and combined spending. Non-designated spending is higher than designated spending in FY15. However, designated spending decreased $1.0 million in 2014 and $2.1 million in 2015. Non-designated spending increased $3.5 million in 2014 and decreased $3.1 million in 2015. Overall, the combined spending followed the same trend as designated spending with an increase of $2.5 million in 2014 and decrease of $5.1 million in 2015.
