EXPENSES BY FUNCTION-GOVERNMENTAL ACTIVITIES
In 2025, total expenses for governmental activities were $87.5 million, an increase of $10.5 million from prior year.
General Government expenses which support the administration of County government totaled $13.4 million and accounted for 15% of the total Governmental Activities expenses. This represented an increase of $2.7 million over 2024, driven by higher salaries and benefits as well as back payments for prior years to York/Adams Mental Health Intellectual Disabilities.
General Government-Judicial includes all departments under the direct control of the Courts including Court Administration, Operational Services, Magisterial District Justices, Probation, Domestic Relations, and Law Library along with other offices closely tied to the judicial process such as the Prothonotary, Clerk of Courts, District Attorney, Public Defender, Victim Witness, and Sheriff. Expenses in this category totaled $18.4 million, or 21% of the total governmental activities expenses. Open positions throughout the year contributed to expenditures remaining flat in 2025 as compared to 2024.
Public Safety which includes Emergency Services (911 Center), Adams County Adult Correctional Facility, Protective Inspections, Coroner, and Courthouse Security had expenses of $27.8 million, representing 32% of total governmental activities expenses. As the County's largest expense in 2025, Public Safety increased 4% over the previous year. Salary and benefits increased slightly, while depreciation of $4.4 million and related capital assets also contributed to the increase. These capital assets include new kitchen equipment and replacement RTU's at the Prison complex, a new HVAC unit and replacement RTU's at the 911 building, and a new X-ray scanner for Security.
