Development not in accordance with the provisions of the Greater Manchester Clean Air Plan, Air Quality Action Plan or Low-emission Strategy will not be permitted.
Proposals within or adjacent to Air Quality Management Areas must include an assessment of cumulative impacts and demonstrate how air quality will be maintained or improved.
Development must be designed or include appropriate mitigation measures to avoid significant adverse air quality impacts wherever:
it is located within or close to an Air Quality Management Area or Clean Air Zone; or
air quality modelling indicates that the proposals will result in harmful effects.
Where sensitive development is proposed near regulated industrial facilities or major roads, appropriate buffering or stand-off distances must be provided to minimise exposure to emissions. Where this is not feasible, mitigation measures such as enhanced building ventilation and landscaping should be implemented. Where sensitive development is unavoidably located near regulated facilities, planning obligations may be used to secure abatement measures or infrastructure improvements to mitigate air quality impacts.
All major residential or other environmentally sensitive development must take measures to minimise the impacts of dust and emissions:
Traffic impacts associated with new development, particularly where these impact European Sites and Sites of Specific Scientific Interest should be mitigated.
during construction (including from construction traffic); and
from users of the development once it is constructed (including traffic generated by the development and emissions from features such as on-site heat and power plants).
