1. It is expected that all development will contribute positively to:

enabling access for all groups of society, with particular regard for older people and those with disabilities or reduced mobility;

not adversely discriminating against people, directly or indirectly, on account of their:

age;

disability;

gender reassignment;

marriage and civil partnership;

pregnancy and maternity;

race;

religion or belief;

sex; or

sexual orientation.

providing opportunity for delivering inclusive wealth and addressing issues of economic hardship;

addressing issues of health inequality and polarisation; and

addressing the council's duties to:

eliminate unlawful discrimination, harassment and victimisation;

advance equality of opportunity between different groups; and

foster good relations between different groups.
