Greater Manchester has a bus network delivered by a franchising model. Developers will be expected to take advantage of the potential timetable integration, trip interchange, and enhanced service patterns this will enable.

The complexity of the public transport network, coupled with the scale of investment needed and transition to bus franchising, means that work on delivering public transport that helps to deliver sustainable transport growth will be identified in the Infrastructure Delivery Plan, requiring new routes and services as part of the overall network, together with contributions to mitigate impacts of development in public transport terms set out in section 106 agreements and section 278 agreements.

1. The council will support more efficient and sustainable movement of freight, including by:

approving, subject to all other relevant local plan policies, the provision of area and local consolidated distribution centres and encouraging shared facilities to allow for consolidated deliveries and dispatches;

promoting freight solutions that include zero and low-emission motor vehicles, cargo and e-cargo bikes as well as hubs, charging facilities and operations that support their use;

protecting and improving existing rail-served sites and associated infrastructure and encouraging the delivery of new freight sites;

requiring that new development makes appropriate provision for the movement and parking of freight vehicles (including charging facilities) wherever that development is likely to result in an increase in the number of freight movements. This should include overnight parking and rest areas, with appropriate facilities, where there is likely to be demand and where it can be accommodated without detriment to the amenity of residential dwellings or other sensitive uses, and where it can be accommodated without detriment to the operation of existing land uses within the local area; and
