INF 7: Integrated transport network
- In achieving an integrated transport network, development will be required to be located and designed in accordance with the following transport hierarchy (listed in order of priority), to maximise the use of sustainable modes while ensuring safe and appropriate access for emergency vehicles at all times, and taking full account of the needs of all users and the function of the street:
- a.Pedestrians
- b.Cyclists
- c.Public transport users
- d.Commercial deliveries and specialist service vehicles (such as waste collection and taxis/private hire vehicles)
- e.Other motor traffic
- Planning applications for development that would generate significant amounts of movement, or have specific transport implications, will be expected to be supported by a proportionate Transport Assessment or Transport Statement, together with an appropriate Travel Plan or Travel Plan Statement, having regard to the scale, nature and transport impacts of the proposal and the need to promote sustainable travel.
- Development should be phased to ensure sustainable transport infrastructure is delivered in step with growth.
- New development must support the delivery of a sustainable and integrated transport network, including green transport corridors and contribute to meeting the borough's strategic transport needs
- New development must be in locations which are, or can be made accessible by walking, cycling and public transport.
- Development will be required to mitigate impacts by contributing to new and improved transport infrastructure and related services.
- Development must ensure that users have access to electric vehicle charging infrastructure and must respond to new technological zero carbon advancements.
- Transport-related development must incorporate Sustainable Drainage Systems (SuDS) designed in accordance with the SuDS hierarchy, prioritising infiltration before discharge to watercourses or sewers. SuDS must deliver multiple benefits, including water quality improvement, biodiversity enhancement, and amenity value, and be supported by long-term maintenance arrangements.
