The Employment Land Review identifies floorspace and land requirements for a range of employment sectors. The majority of those can be provided within the urban area, including at existing allocated Employment Areas referred to in policy BUS 3a and shown on the Policies Map. However, there is a shortfall of land for logistics and warehousing. The NPPF identifies logistics as a specific employment sector to which planning policies should pay particular regard.
Such uses require sites of a significant size and with good access to the major road network. The council has sought to identify such sites within the urban area to meet need but has been unable to do so. The NPPF sets out that changes to Green Belt boundaries would require there to be exceptional circumstances, which includes an inability to meet commercial or other development needs.
