Where provision for informal play space is made on-site it might be integrated with other uses of the public realm, including (whilst still meeting the required standard for each type of space) the play and social interaction space suitable for toddlers required under the first step of the process set out in clause 11 of this policy, open space and other uses including green infrastructure, sustainable drainage and walking, wheeling and cycling infrastructure.
On-site open space and play space must be available by first occupation of the homes from which its need arises. On-site outdoor sports provision should be available on a timeframe to be agreed as part of the development management process, taking into account any proposed phasing of development and the principal that need should be met before or as soon as possible after occupation of the homes from which it (the need) arises.
Where outdoor recreational space is provided on-site the council will require approval of a scheme of maintenance ensuring that the facility remains available to the new population throughout the lifetime of the development.
Off-site provision
A financial contribution towards off-site provision of outdoor recreational space will be required either:
where on-site provision is not required (in developments with an indicative population of less than 100 people); or
where on-site provision is not able to fully meet the need arising from the development.
Financial contributions will be calculated based on achieving the total standard for each headline typology of outdoor recreational space (open space, outdoor sports and play space) set out in clause 1 of this policy. Contributions will cover both the initial capital investment plus a maintenance element covering a period of 25 years.
Financial contributions will be spent in accordance with the sequential approach set out in clause 7 of this policy.
Financial contributions will be spent on the provision of new outdoor recreational spaces or measures to enhance the quality and/or capacity of existing spaces within the relevant typology.
Financial contributions must be made no later than on commencement of development, or no later than on commencement of each phase of development
