Where a proposal will result in the loss of existing open space, outdoor sports provision or play space the loss must be considered separately under policy COM 4. In such cases, however, it may be that a combined solution can meet the requirements of COM 4 whilst also meeting the additional needs arising from the new residential development.

On-site provision

On-site provision will not be required where the indicative population of a proposed development is less than 100 people, meaning that such developments will be required to meet their need by making a financial contribution towards off-site provision in accordance with the sequential approach set out above. This does not, however, preclude such developments from seeking to meet all or part of their identified needs on-site.

Where equipped designated play areas are required on-site the following process must be followed:
