strategies and priorities. I his may involve the remodelling of existing older persons' accommodation to meet changing needs. Affordable housing is necessary to meet the needs of those who are otherwise unable to afford open market homes. The affordable requirements of older people tend to be different to those who are seeking to purchase their first home. The council will prepare guidance setting out a preferred method of delivery.
HOM 8: Provision and enhancement of outdoor recreational space in new residential development
- Developers are required to make provision for meeting the outdoor recreational needs arising from new residential development in accordance with the following standards. The standards cover 3 headline typologies within which a number of different more detailed typologies must be considered.
- Open space (total requirement = 32m² per person)
- Parks and gardens = 8.0m² per person
- Amenity greenspace = 6.0m² per person
- Natural and semi-natural = 18.0m² per person
- Outdoor sports (total requirement = 16 m2 per person)
- Sports pitches = 12.0m² per person
- Courts, greens, tracks and trails = 4.0m² per person
- Play space (total requirement = 5.5m² per person)
- Equipped designated play areas = 2.5m² per person
- Informal play provision = 3.0m² per person
- For the purposes of this policy, the indicative population of a development will be calculated as the total number of bedrooms plus one person per dwelling. Any pre-existing bedrooms lost as a consequence of the development will be calculated on the same basis.
- Where a proposal is for the creation of a new home or homes in multiple occupation (HMO) the population will be calculated as 1 person per bedroom limited to single-occupancy by the HMO licensing regime and 2 persons per bedroom not limited to single-occupancy.
- New homes with age-restricted occupancy (exclusively to meet the needs of older people) in line with the requirements of policy HOM 7 will not be expected to contribute to the provision of play space. Where registered older people's accommodation is provided, the population (for the purposes of calculating open space and outdoor sports needs) will be taken to be the registered capacity of the facility or facilities.
