HOM 2.38 Chester Road (Woodford)

  • Application for any development on site shall retain the original stone boundary to Locally Listed Norbury Hall, at the entrance to the allocated site (HOM 2.37b).
  • Application for any development on site should give particular attention to the provision of residential access, which shall be sited and designed to avoid or minimise impact on the non-designated heritage assets.
  • In order to limit impact on non-designated heritage assets, the planting to boundaries and between the new development and these assets shall be retained or enhanced where possible.
  • Applications for development of this site must include details of how connectivity will be achieved for walking, cycling, wheeling and public transport with the adjacent Woodford Garden Village.
  • Part of this site provides its most westerly access to Chester Road, between existing properties. This narrow strip of land is retained in the Green Belt.
  • The site’s redevelopment shall secure the retention and conversion of Pump Farm on Chester Road, which is a non-designated heritage asset for the purposes of the NPPF and the Local Plan, and which contributed to the significance of the Grade II Listed 475 Chester Road. Any demolition (total or partial) or substantial alteration of the existing structures would have to be supported by ‘clear and convincing’ justification. The Pillbox, which is a non-designated heritage asset for the purposes of the NPPF and the Local Plan, should be retained unless its demolition meets the relevant tests set out in the Local Plan and the NPPF.
  • Application for any development on site should give particular attention to the preservation or enhancement of the setting of the Grade II Listed 474 Chester Road and the Grade II Listed Old Hall Farmhouse and Barn as designated heritage asset, including through the siting and design of residential access and form, layout and appearance of new development.
  • A buffer of undeveloped land complete with planting shall be provided between the development and the designated heritage assets to the south (Grade II Listed Old Hall Farmhouse and Barn).
