a clear phasing strategy detailing a timeframe for the delivery of homes alongside the timely delivery of infrastructure required to support the scale of the whole development, having particular regard to cumulative impacts arising from other sites allocated by policy HOM 2a and other planned development in the area, including environmental considerations and cross-boundary impacts arising from development outside of Stockport. Phasing strategies should also include details of how progress information about each phase's delivery will be made available to the council and the public; and
details of how the local community have been proactively engaged and how design expectations have been clarified.
4. Affordable housing
Planning applications for the development of List 1 sites allocated by policy HOM 2a must meet the requirements of policy HOM 5. Planning applications for the development of List 2 sites allocated by policy HOM 2a must adhere to policy HOM 5 in terms of affordable housing unless an alternative, site-specific requirement is specified in the other requirements section of this policy, below. Where a site is to be delivered in phases, the first half of those phases should meet the percentage requirement in full. Greater flexibility may be permitted in later phases so long as the overall percentage requirement is met (or exceeded) for the site as a whole.
