- c.c. To provide flexibility to allow upskilling of the local construction industry, from adoption to 31 December 2029:
d. From 1 January 2030:
- i.have a space heating demand of no more than 30 kilowatt hours per square metre per year (kWh/m2GIA/yr) for residential typologies, schools, offices and industrial buildings;
- ii.be net zero carbon in operation, with an energy use intensity (EUI) of no more than 40 kilowatt hours per square metre per year (kWh/m²GIA/yr) for residential, 65 kilowatt hours per square metre per year (kWh/m²GIA/yr) for schools, and 70 kilowatt hours per square metre per year (kWh/m²GIA/yr) for offices;
- i.Have a space heating demand of no more than 20 kilowatt hours per square metre per year (kWh/m2GIA/yr) for houses, schools, offices and industrial buildings, and no more than 15 kilowatt hours per square metre per year (kWh/m2GIA/yr) for residential typologies other than houses;
- ii.Be net zero carbon in operation, with an energy use intensity (EUI) of no more than 35 kilowatt hours per square metre per year (kWh/m2GIA/yr) for residential, 65 kilowatt hours per square metre per year (kWh/m2GIA/yr) for schools, and 70 kilowatt hours per square metre per year (kWh/m2GIA/yr) for offices;
- (Please note clauses 2c. and 2d. do not apply to developments that comprise a change of use or conversion; where the development is a mix of new build and change of use, clauses c. and d. will apply to the new build elements only.)
- Major developments must provide a design stage strategy for lowering embodied carbon in construction using a nationally recognised methodology, and must achieve the upfront carbon targets listed below for the relevant building typologies:
- a.For residential buildings <11m in height: ≤500 kgCO2e/m2GIA
- b.For residential buildings ≥11m in height: ≤700 kgCO2e/m2GIA
- c.For Use class E commercial (shell and core and Cat A): ≤700 kgCO2e/m2GIA.
