### II. Vice President's Report
Dr. Vernell Bennett identified the priorities of the unit as: reclaiming the students; recruitment and retention; customer service; holistic programming; student, faculty and staff engagement; streamlining the admissions process; reformatting the Open House; integrating student input into programming; developing learning communities in the residence halls, and the in-in-state recruitment initiative, the Thorobred Express.
Dr. Bennett discussed the importance of reclaiming the students. She identified accountability and engagement as being paramount. Dr. Bennett reported that faculty, staff, and administration have been very helpful with the recruitment effort. She stated that the Thorobred Express has played an important role in the collaborative recruiting effort with at least two faculty from every major attending each stop. Dr. Bennett reported that students were highly engaged during convocations and volunteered to participate in all of the programs. She reported that convocation attendance has increased tremendously. Attendance during the convocation series ranged between 300-500.
===== PAGE 63 =====
Strategies for increasing fall enrollment include:
• Contacting admitted students who have not submitted Intent to Enroll forms and those whose applications are incomplete
- Making the Intent to Enroll forms accessible on line to insure timely submission and processing
- Cross training other units on Admissions processes
Regent Farris asked how many first year student applications, both incomplete and accepted, there were Dr. Bennett reported that of the 1,568 students accepted, 511 were from Kentucky. Regent Farris also asked how we document if a student decides not to attend? Dr. Bennett answered stating that calls are made until an answer is received from the student.
Regent Lysonge questioned the drop date for housing deposit. Ms. McDonald responded by saying there is no deadline. First come, first served. Discussion ensued.
More effective recruitment must be done in Kentucky and the efforts must be focused in Kentucky. The Thorobred Express was designed for this purpose. The Thorobred Express will have stops in Hopkinsville and Louisville. Other stops will be scheduled at a later date. Dr. Bennett has reached out to high school counselors and teachers to participate in the focus group, Operation Perception Correction. As per Dr. Downing, the faculty will follow up with letters, calls, and e-mails which seems to be very effective.
It was reported that the class of 2015 cohort is as follows:
4,339 applications of which 1,021 are from Kentucky.
- 1,563 admitted of which 353 are from Kentucky.
• 79 GPA's above 4.0 with the highest being a 4.9.
• The two highest ACT composites are 34 (2) and 35 (1). Two are from Kentucky.

- 1,334 students admitted have a GPA above a 3.0. (281 are from Kentucky)

### II. Strategic Direction of Information Technology
As discussed in July's Board Retreat, Office of Information Technology is no longer a back office in the organization. Information Technology has become a strategic and transformational component to organizations, and particularly in higher education. The Office of Information Technology at KSU will be no different. Information Technology must have leadership collaboration to determine the right solutions for KSU instead of determining these solutions in isolation. The strategic direction for Information Technology will be divided into three areas:
1. System Stabilization – Ensure systems are available and data is protected.
2. Service Improvement in Multiple Technologies – Enhance and provide technologies that will provide greater services.
3. Growth – Provide the foundation to ensure KSU is able to offer and manage new technologies.
Key indicators for each area are as follows:
## System Stabilization:
In order to ensure that KSU's technological systems are available and accessible to students, faculty, and staff as well as that the data is protected, the Office of Information Technology has identified three key initiatives:
1. Ensuring the data center is available and protected. The data center will be moved to the Commonwealth Office of Technology (COT). The goal is to complete the data center move by January 2016.
2. Transferring KSU's ERP and Blackboard Learning System, two mission critical systems, to a hosted environment. The ERP will be hosted as part of
===== PAGE 131 =====
the Oracle project. Blackboard hosting is currently in review. If approved, the goal is to have Blackboard moved by January 2016.
3. Developing a security roadmap for KSU by conducting vulnerability scans and regular security audits. This initiative is being funded by a Homeland Security Grant which provides KSU with tools that will enable the University to analyze data flows through the firewall and have protection at all endpoints.
## Service Improvements in Multiple Technologies:
The goal is to enhance and provide technologies that will provide better services to students, faculty, and staff. Initiatives in this area will be:
1. Migrating to Oracle PeopleSoft Campus Solutions and Cloud ERP.
2. Upgrading the Network Infrastructure, which consists of fiber installation, building rewiring, reengineering data closets, refreshing the network equipment, replacing the telephone system, and then refreshing the data center equipment.
3. Executing a data security plan.
4. Increasing the use of mobile technology where possible. Blackboard mobile will be available to students and faculty by the end of November 2015.
5. Refining policies, procedures, standards, and creating these items where needed.
6. Reviewing current classroom technologies and introducing classroom technology in areas where none exists.
7. Training and professional development for faculty and staff readiness for emerging educational technologies.
## Growth:
In order to ensure that KSU can offer and manage emerging technologies and situate KSU in a competitive position, the Office of Information Technology has identified the following initiatives:
1. Enhancing the Oracle PeopleSoft Camus Solutions and Cloud ERP system;
2. Connecting to Kentucky Wired which will provide KSU with increased speeds. Kentucky Wired is the statewide initiative that will bring high speed internet access to all 120 counties in Kentucky. One major connection point for Kentucky Wired will be COT, which is right across the street from KSU. The
===== PAGE 132 =====
goal is for KSU to join directly to the COT connection once it is available. There will be many opportunities here and the opportunities will need to be explored;
3. Ensuring efficiency by fully integrating technology systems, and
4. Utilizing analytics to make administrative decisions and improve institutional outcomes.
Once the University strategic plan is complete, Information Technology will align the strategies of Information Technology with the goals of the University.
## Overall Timeframe
These initiatives, providing that funding and approval are received, will be ongoing through fiscal year 2018. As each initiative is planned, the Office of Information Technology will establish and communicate respective end dates.
Initial measures of success for the Office of Information Technology will be:
- A detailed project plan for each project measured against project milestones. Any exceptions or gaps in time and budget will be reported weekly at a minimum.
- A comprehensive evaluation of the availability of non-desktop systems (network, equipment and applications) during peak/published business hours. The goal will be an uptime of 97%.
