Dr. Thompson:

After review of Dr. Chi Shen's dossier, it is my recommendation that Dr. Shen is granted promotion to Full Professor in the College of Professional Studies, Division of Computer Science at Kentucky State University.

Dr. Shen, who has served the University since 2004, has presented a dossier detailing exemplary teaching and service to the institution as well as a robust research agenda of national and international recognition. Her recommendations from then Dean, Gashaw Lake; then Dean Samuel Oleka of the College of Arts and Sciences; Ashok Kumar, then Chair of the University Tenure and Promotion Committee; several colleagues internal and external to Kentucky State University, and former students all recommended her for promotion in 2014.

Dr. Shen's initial application for promotion was halted due to the moratorium placed on tenure and promotion at that time. While the moratorium is still halted for promotion, I agree with your initial assessment that it is in the best interest to review those dossiers that were in progress.

As well, I have been impressed with her work with students in the classroom and with her as the Interim Chair of the Division of Computer Science. As Chair, she maintains a thriving program and one of our few graduate programs.

Thus, my review of her dossier concurs with the forwarded recommendations to grant her promotion to Full Professor.
