PROPOSED CAPITAL PROJECT.
FORM SYP-P2
PLAN VERSION - 1
4/17/2017
□ Energy Efficiency - ~85% system efficiency. Hot water heating system offers the lowest energy usage and least amount of installed plant capacity of the options being considered.
□ Maintenance - Hot water heating system offers the least maintenance of the options being considered.
☐ System complexity - Hot water heating system offers the least complexity of the options being considered.
□ Regulatory - This option will eliminate the use of coal and future risk associated with EPA's focus on coal boilers and regulatory compliance. Gas boilers have significantly less regulatory requirements than coal and do not require testing.
--Citation, Order, Agreement with State or Federal Courts or a Regulatory Agency, KSU current coal fired boilers has been cited by the Kentucky EPA for violation of air quality. One coal boiler was decommissioned as a result of failure to meet Kentucky EPA regulations. KSU continues to struggle with operating 30 year old boilers and trying to stay within KyEPA requirements.
--Project Measurements, the existing Boiler Plant constructed in 1977 has 3,170 SF to be renovated. Utility tunnel section constructed in 1979 will be renovated. It will replace 1,771 linear feet each of steam, condensate and pump discharge. Additionally the insulation and pipe support brackets will be replaced. Chilled water piping systems will remain. An existing steam boiler room located in Hill Student Center will be renovated for new gas fired hot water boilers.
--Site, Renovation of the existing central steam plant building and utility tunnel system is located on existing owned land north of US 60. --Prior Planning and/or Design, Consultants working on the currently authorized project developed cost estimates which lead to requesting additional funds for this Phase II project.
--Relationship to Other Prior Projects(s), Project scope of current authorized project "Repair Boilers and Aging Distribution Lines.
--Economic Development Impact. N/A
