2020 Legislative Priorities
• Land Grant Program Matching Funds
Kentucky State University is requesting the full Matching Funds Requirement for Agricultural Research and Extension Formula Funds at 1890 Land-Grant Institutions. Federal law stipulates that funding must be provided from non-federal sources made available by the State to eligible institutions for programs or activities that fall within the purposes of agricultural research and cooperative extension under sections 1444 and 1445 of the National Agricultural Research, Extension and Teaching Policy Act.
• Campus Bond Authority
Kentucky State University requests authorization pursuant to KRS 45.763 to facilitate the accelerated development of student housing due to an increase in enrollment. Communities around Kentucky have faced the challenge of ensuring sufficient affordable housing for residents. Housing availability is in particularly short supply in the Frankfort community, home to Kentucky State University's campus. To address those circumstances, Kentucky State University seeks to harness the expertise and resources of a public-private partnership to construct a new residence hall.
• Property Exchange and Real Property Proceeds
Kentucky State University requests permission to retain proceeds from the sale of real estate and other real properties without sequestration or return of monies to the Commonwealth's general fund. The language would address “Conveyance of Property” per KRS. 45.777 and 164A.575(7). Kentucky State University may dispose of real property and improvements located throughout the Commonwealth that may become surplus to its needs and retain the proceeds from any sale to be used solely by Kentucky State University.
• Performance Funding Timetable
Unless action is taken by the General Assembly, Kentucky State University faces a significant budgetary impact in 2021-2022 due to the sunset of the stop-loss provision in KRS 164.092. Kentucky State University supports a 2% stop-loss provision allowing the campus to fulfill the authorized Management Improvement Plan established by the General Assembly in HB 303 (2016).
