Section 6. Noise and Vibration Standards
The purpose of this section is to protect the health, comfort, and welfare of Jackson County residents from excessive noise and vibration associated with High-Density Computing Facilities.
A. Noise Limits
- Noise from any High-Density Computing Facility shall not exceed fifty decibels (50 dBA), measured at the property line of a nonparticipating parcel.
- If testing identifies a distinct hum, tone, or other prominent low-frequency characteristic, the measured sound level shall be adjusted by plus five decibels (+5 dBA) for compliance evaluation purposes.
B. Noise Measurement Standards.
- Noise measurements shall be conducted in accordance with the most current version of ANSI S12.9 (Parts 1 and 3) and IEC 61672-1, or approved successor or equivalent standards providing equal or greater rigor, accuracy, and public protection.
- Instrumentation and Method. Testing shall be performed using a Class 1 / Type 1 sound level meter capable of one-third-octave band analysis, or equivalent instrumentation under an approved successor or equivalent standard.
- Measurements shall be taken over a representative operating period sufficient to capture typical facility conditions, including cyclical equipment operation, as determined by the qualified professional conducting the test.
- If a successor or equivalent standard is used, the testing professional shall provide a brief written statement explaining why the alternative standard is equivalent to or more conservative than the standards listed above.
