MEMORANDUM OF AGREEMENT BETWEEN KENTUCKY STATE UNIVERSITY

AND KENTUCKY OFFICE OF VOCATIONAL REHABILITATION MOA NO. 27-001

This Memorandum of Agreement (MOA) is entered into by and between Kentucky State University (“KSU”) and KOVR (“Contractor”) to establish a Contract for Dining services. This Contract is effective from 07/13/26 through 06/30/27

RECITALS

WHEREAS, KSU desires to provide high-quality dining services for its students, faculty, staff, and visitors;

WHEREAS, KOVR, through its Kentucky Business Enterprise Program and subcontractor, Southern Foodservice Management, Inc., has the expertise and resources to operate and manage the University's dining services;

WHEREAS, KOVR was awarded RFP 25-04 – University Dining Services and agreed to provide dining management services in accordance with its proposal and the negotiated terms of the Contract;

WHEREAS, as part of its awarded proposal, KOVR committed to a capital investment program for improvements to the University's dining facilities and equipment, and the parties acknowledge that these improvements have not yet been completed and are intended to continue under this Agreement;

KSU and the Contractor (together, the “Parties”) agree to the following:
