BACKGROUND:
The Department of Auxiliary Services requests approval of Memorandum of Agreement No. 27-001 between Kentucky State University and the Kentucky Office of Vocational Rehabilitation (KOVR) for the continued operation and management of the University's dining services during Fiscal Year 2027. During Fiscal Year 2026, KOVR made significant investments to modernize dining operations, improve equipment reliability, enhance food safety, and increase operational efficiency. These efforts included major kitchen equipment and infrastructure upgrades, preventative maintenance initiatives, expanded menu capabilities, improved customer service, and continued capital improvements that enhanced the overall student dining experience.
SUMMARY OF PROGRAMS/ACTIVITIES:
Under this agreement, KOVR, through its Kentucky Business Enterprise Program and subcontractor, Southern Foodservice Management, Inc., will continue to manage and operate the University's dining services, including residential dining, retail food operations, catering, and concessions. The agreement also continues KOVR's commitment to capital improvements, sustainability initiatives, scholarship support, and operational enhancements designed to provide high-quality dining services while supporting student success and campus engagement.
RECOMMENDATION:
It is recommended that the Board of Regents approve Memorandum of Agreement No. 27-001 with the Kentucky Office of Vocational Rehabilitation for the continued operation and management of Kentucky State University's dining services for Fiscal Year 2027.
