9.1. Scrutiny of direct awards forms an important part of effective procurement governance and transparency.
9.2. Direct awards can arise through a number of routes, including the use of compliant framework agreements that permit direct award mechanisms, circumstances where only one supplier can meet the requirement, or where legislation permits an exemption from competition.
9.3. There may be occasions when direct awards have been progressed due to in sufficient time to run a competitive process. Strategic Procurement are therefore working to develop a clearer pipeline of procurement activity and early engagement with directorates to reduce the need for such awards.
