WHEREAS, N.J.S.A. 40A:11-11(5) authorizes contracting units to establish a Cooperative Pricing System and to enter into Cooperative Pricing Agreements for its administration; and

WHEREAS, the County of Bergen, hereinafter referred to as the “Lead Agency” has offered voluntary participation in the New Jersey Cooperative Pricing Alliance #CK-04-a Cooperative Pricing System for the purchase of goods and services; and

WHEREAS, on May 25, 2021, the governing body of the Township of Jackson, County of Ocean, State of New Jersey duly considered participation in a Cooperative Pricing System for the provision and performance of goods and services.

NOW, THEREFORE BE IT RESOLVED by the Township Council of the Township of Jackson, County of Ocean, State of New Jersey that:

1. This Resolution shall be known and may be cited as the Cooperative Pricing Resolution between the Township of Jackson and the County of Bergen.
2. Pursuant to the provisions of N.J.S.A. 40A:11-11(5), Mayor Michael Reina is hereby authorized to enter into a Cooperative Pricing Agreement with the Lead Agency.
3. The Lead Agency shall be responsible for complying with the provisions of the Local Public Contracts Law (N.J.S.A. 40A:11-1 et seq.) and all other provisions of the revised statutes of the State of New Jersey.
4. This resolution shall take effect immediately upon passage.

TITLE: RESOLUTION REJECTING ALL BIDS RECEIVED FOR TREE PRUNING SERVICES AND AUTHORIZING THE RE-ADVERTISEMENT FOR SAME

MOTION TO APPROVE BY: SAUICKIE MOTION SECONDED BY: FLEMMING YES: BORRELLI, SAUICKIE, FLEMMING, KERN ABSTAIN: CHISHOLM

WHEREAS, the Township of Jackson has previously advertised for and received bids for tree pruning services within the municipality which bids were received on March 24, 2021; and

WHEREAS, two (2) bids were received as follows:

1. Forever Green Tree Service of New Egypt, New Jersey
2. Aspen Tree Expert Co., Inc. of Jackson, New Jersey

WHEREAS, after reviewing the bids it appears that the bid of Forever Green Tree Service is nonresponsive to the bid specifications and must be rejected; and

WHEREAS, with respect to the bid of Aspen Tree Expert Co., Inc. same substantially exceeds the cost estimate for the proposed services; and

WHEREAS, pursuant to N.J.S.A. 40A:11-13.2 the Township Council has determined that both bids must be rejected for these reasons; and

WHEREAS, the Township Council wishes to authorize the Mayor, Township Clerk and Purchasing Agent to re-advertise for said services in hopes of receiving responsible and cost-effective bids.
