COUNCIL PRESIDENT KERN- Please remain standing for one moment. To honor somebody that our community lost this past weekend. A First Responder who we honored here in this chamber a year ago and has given every ounce of effort and every measure of himself to this town and to protecting the people and the residents of the town.
## ROLL CALL:
## COUNCILMAN BORRELLI ATTORNEY MCGUCKIN COUNCILMAN CHISHOLM DEPUTY CLERK FESTINO COUNCILMAN SAUICKIE COUNCIL VICE PRESIDENT FLEMMING 7:51 pm COUNCIL PRESIDENT KERN
## ALSO IN ATTENDANCE: BUSINESS ADMINISTRATOR TERENCE WALL MAYOR MICHAEL REINA
As Clerk of this meeting, I publicly announce that in compliance with the provisions of the “Open Public Meetings Act” adequate notice of this meeting of the Jackson Township Council has been advertised in the manner prescribed by law.
COUNCILMAN BORRELLI – First our condolences to the family of honorary Chief Nicholas A. Prioli of the Jackson Township Volunteer Fire Company Number 1 Station 55. Mr. Prioli passed away in the line of duty on Saturday after having a medical emergency he was 89 and still serving to keep our great town safe and secure God Bless him. Please keep his family in your thoughts and prayers as well as his family at Station 55.
Thanked Councilman Sauickie for his persistent efforts and leadership on soil fill Ordinance 22-21; which will go a long way in helping to protect the beautiful environment and natural resources we have in Jackson.
We have a big election upon us in New Jersey voting is one of the most important things we can do as Americans. With that in mind early voting in our town started at the Ocean County Library, 2 Jackson Drive on Saturday until this Sunday, October 31st. The General Election voting at all polling places in our town is on Tuesday, November 2nd. If you have any questions about voting or voting by mail, please contact the Ocean County Clerk’s office at 732-929-2018 or the Ocean County Board of Elections at 732-929-2167 or you can visit their websites. Also there is voting information on our Township website on Election 2021, under Township spotlight, which includes a YouTube video and early voting from our Ocean County Officials.
Stated we are at a crossroad in New Jersey our State’s motto Liberty and Prosperity is at stake more than any other time in our State’s history. Choices are clear on the ballot this year freedom versus tyranny, individual choices versus unconstitutional government mandates the real data in science versus false narratives, capitalism versus socialism, prosperity versus despair, safety and security versus unsafe situation and consequences for our fellow citizens and yes, evil versus good are on the ballot this year. Particularly at the New Jersey Governor’s level, we need a Governor who will be attentive to the needs and concerns of Suburban towns like Jackson versus someone who is toxic and indifferent. He encourages our fellow Jackson residents to vote and to please choose wisely for the sake of our State and town’s future, children’s and grandchildren’s future.
COUNCILMAN CHISHOLM – Echoed Councilman Borrelli’s condolences to the family of Nick Prioli. It is people like Nick Prioli that have continued to give to their community for years and years, decades upon decades. This Council has repeatedly asked for people to step up and volunteer in any of our many community organizations whether it’s as first responders, the Chamber of Commerce, the Rotary, the Optimist Club. Good citizens are what we need and what our Jackson community is already made up of but we do need people that are going to give of themselves selflessly for years. He would like to follow up on Councilman Borrelli’s comments about our current Government in New Jersey specifically. Freedom unfortunately is not what it once was here in New Jersey. The Government and their mandates; no government has the right to put something in your body
===== PAGE 3 =====
by force or coercion and that is what is happening is a gross violation of your freedom and of the American spirit. One week from today you have the opportunity to reject that and hopefully start to bring New Jersey back to free America where millions of your fellow citizens still roam unencumbered. You wouldn't know it if you live only in New Jersey and don't get to see that but it is actually going on outside. Make sure everyone you know is getting out to vote and encourages others to go.
For the first time in two years we should have been encouraging kids to wear a mask this weekend. Let them have some fun this Friday. As the Mayor and the rest of Administration will host a safe and trick or treat here at the Municipal Complex. Bring the kids out let them have some fun have a safe and happy Halloween.
COUNCILMAN SAUICKIE - Thanked Councilman Borrelli for his kind words around the soil fill ordinance going in tonight assuming Council passes it.
He wanted to offer his Condolences. Stated that one of the highlights of 2020, which was a rough year for the whole world, happened on February 11th, 2020 where he had the honor of submitting and reading on the behalf of the Council and the Mayor a proclamation dedicated to Chief Prioli. It happened to be his 88th birthday and we declared it Nicholas Prioli day. He’d ask that everyone keep him in mind. His volunteerism and the fact that the man lived to be 89 years old and was walking home from a call at the Fire Department; it is just outstanding things and talks to the character the man. What he took when he read the proclamation of paraphrase was after talking about the time he spent within the Fire Department. He wanted to point out that as a family man as he married the love of his life in 1954, he grew his family to include four sons, five daughters, 29 grandchildren and 13 great grandchildren. Stated that was as of last year and it may have gone up. To him that’s a measure of success, a life that is well-lived not only did he live for the town and what he did for the town but you know when you pass away and leave 29 grandchildren and 13 great grandchildren that’s a good life. If you could keep his family in mind; he knows they’d appreciate it. He was a great man and he will be severely missed.
## COUNCIL VICE PRESIDENT FLEMMING – ABSENT
COUNCIL PRESIDENT KERN - As his fellow Council members already said and he would like to echo the condolences to the family and Station 55 family. He wanted to reiterate again how amazing it is that there's so many people in this town right now that volunteer their time, whether it be for a First Responder, First Aid, Fire, sports, to coach sports, to be a troop leader for boy scouts, girl scouts. There's many different things throughout the town all the different clubs as Councilman Chisholm mentioned there's many opportunities to volunteer in the town.
He is going to work with the Mayor and Business Administrator for next year during the food trucks and fireworks festival to set up a day where all of the volunteer organizations in town can be celebrated and also have a free table to come and sign up additional volunteers or different people speak about what their organization, does how they help and see if they can recruit more members because everybody's always looking for volunteers. There's many opportunities throughout the town to volunteer. Whether it's the Pathfinders or one of the other boards, please fill out a form that we have online and think about volunteering. He would like to dedicate that day to Chief Prioli as the example of volunteering.
MAYOR MICHAEL REINA - He thanked the Council for saying much of what he was going to say and the only thing that will continue to bear repeating is may Nick Prioli rest in eternal peace. He's a great man a tremendous asset and is going to miss him.

## PUBLIC COMMENT, ANY TOPIC
RICHARD EGAN – 526 DIAMOND ROAD – Stated at the last meeting a resident from Whispering Hills had stated he and members in his neighborhood were being harassed. These are serious crime and we have an obligation to find the people and arrest them. Mr. Egan asked BA Wall if there is any reports on file with the Police Department.
BA Wall would not be able to speak publicly about any matter that might be under Police investigation.
ERIK JONES- 722 HYSON ROAD - Asked Council about whether or not eruv lines are insured or if they carry some kind of policy. Concern about wires falling down or being a hazard to people. Stated most eruv lines are on public property and they're not on private property.
Attorney Greg McGuckin explained to Mr. Jones that anything on a person’s property would be covered under their own homeowners insurance. If they are on public property then the Township would be responsible if something happened on a Township facility. If it is a Township sign or poll, it would be a type of responsibility. If it’s a JCPL pole, they would have had to get permission and they would be responsible. The property owner on which it’s located could be responsible and causes damage to somebody and if someone owns a home, they’re going to have homeowners insurance. If it is on public property, it would come down to who posted, and put up the pole.
Council President Kern confirmed what Attorney McGuckin had said.
