Street Improvement Fund Budget Analysis

The Street Improvement Fund (Fund 013) includes 21 employees. Revenues are received from various sources. The major funding source is the Local Option Gas Tax. The revenues have increased incrementally over the past several years due to a change in the distribution formula. The total revenue of this fund is $2,348,000 (Street Improvement Summary, page 243) or 5.4% higher than the estimated FY 2025/26 revenue. This does include $58,000 for streetlight reimbursement from the CRA, a General Fund transfer of $1,000,000, and a Stormwater Fund transfer of $260,000 (Street Improvement Summary, page 243).

Total expenditures for the Street Improvement Fund are $2,772,243. Budgeted expenditures exceed budgeted revenue by $424,243 and an ending budgeted fund balance of ($147,629), (Street Improvement Summary, page 243). A healthy balance continued for several years. However, critical projects have been budgeted, which have reduced the fund balance. Traditionally, transfers from the General Fund have supported the Street Improvement Fund.

The Street Improvement Fund expenditures continue to grow year over year. FY2026/27 has capital projects budgeted for sidewalks, street resealing, pavement reflectivity and other projects
