during the public portion. He gets the since that there is bit of parliamentary chaos going on. This could be because the municipal attorney doesn’t have the adequate understanding of Robert’s Rules of Order or the Committeemen themselves don’t have the understanding. There has been parliamentary confusion these last two meetings, in the cause of advancing good government and keeping to the rules of Robert’s Rules of Order he presented a gift, which was five copies of Robert’s Rules of Order from the Regular Republican Organization. Mayor Broderick thanked him for his gift and concern, but he is concerned about Mr. Briggs’s actual knowledge of Robert’s Rules of Order. Deputy Mayor Kafton declined his copy and stated the lack of order at these Township Committee meetings comes from individuals like him who have no respect for the public. Mr. Briggs explained that if they would like to decline their copies they could donate them to the library. Mayor Broderick stated that the confusion is on Mr. Briggs’ part and not this Township Committee’s part.
GARY BLACK, 76 LEWIS LANE: He began by explaining that at the Freeholder’s meetings since the late 1980’s there is a gentleman who comes up who use to work for the County and has a grudge and he asks the same questions at every meeting. Deputy Mayor Kafton stated he has witnessed this several times and they let him speak, but they don’t answer his questions and he sits down. He has answered Mrs. Rickabaugh’s questions on numerous occasions, but he doesn’t want to be harassed by her and if she has a problem with it let her file with the State. Whether he is elected or not he is elected to do the job of the people not sit here and be harassed by Mrs. Rickabaugh. If this continues he will walk out. He has done what is right for this town, he has passed ordinances to protect our environment, to protect against the developers and to lower the taxes in this town and fight for the people. He has answered these questions a hundred times and if somebody is here for the first time he apologies that they didn’t get to hear it. His children come crying off the bus, she has made fun of his wife’s weight in the backroom and she has threatened ethics charges to get the State in on his family’s business in town and that is harassment.
MAYOR BRODERICK: He stated that they would take a five-minute recess so they could refer with council?
MAYOR BRODERICK: He explained that they went into Executive Session to talk about potential litigation regarding a defamatory nature that questions are being asked of one of the Committeeman.
EMILY INGRAM, 3 CHERISE COURT: She began by saying her daughter is in the band and Mayor Broderick did a wonderful speech on Wednesday night. She addressed her question to Mr. Kafton and asked if he feels he has done anything unethical during the time serving the Jackson people? This is her first time here and the first time hearing those questions addressed to him. It appears that he gets flustered, avoids the questions and complains about things that were said to his wife and children. She asked Deputy Mayor Kafton to put himself in her shoes as a resident, he appears like he has done something because he is not answering the questions. Mrs. Ingram suggested that he gets the list of questions and any back up there is to substantiate these questions and answer them here publicly, it would be almost like a self-audit. Deputy Mayor Kafton explained he is acting in this manner through frustration because he has endured this since 1997 and it continues at every meeting. He has nothing to hide he files with the township full disclosure every year and he is not in partner with any developers. As Mr. Grisanti has stated when he sat up here, he has lost a lot of business through his law practice because of sitting on this Committee. He too has lost business because he makes sure he steps away on anything that may look unethical. He knows people like Mrs. Rickabaugh, Mr. Briggs and Mr. Santos will come out at every meeting and come to the microphone and attack him. These people want this seat and they are not doing what is best for Jackson. There has been ethics charges filed against him and dismissed proving he has done nothing wrong. Attorney Kenneally explained that Mr. Kafton does not have to sit here and answer questions regarding his personal finances and business dealings because he has an obligation under the law to file a disclosure annually. That is a public record and
