formal action on it until they all have the relevant information. There are certain things they can't discuss in Executive Session or as a five member governing body so they discuss it in public during discussion. He could propose something and this gives his fellow members time to digest it and no formal action would be taken until the following meeting. He thinks that Committeeman Reilly proposed something that could have been perceived as a good idea if it was put on the discussion agenda. They should have discussed it and everybody could have looked it over the next two weeks and addressed it at the next meeting. Committeeman Seda added, "Thank God the private sector doesn't work like that because we wouldn't get anything done." Mr. Black added that he has been in this a long time and he has seen motions during a public portion and both parties have done that here. Committeeman Giblin explained over the past two weeks he has thought about it and tonight he has a definite position unlike he did two weeks ago and that is why he abstained instead of voting "no" which would have taken it off the table. Committeeman Reilly added that a motion to table supercedes any other motion.
STEVEN GRODSKY, CEDAR SWAMP ROAD: He explained that he has been going over Jackson’s participation in the Cross Acceptance Report and he had some questions so he asked Mr. Ragan and they had a discussion. Mr. Ragan put him in touch with Leah Furey and on the same question he received two different answers. He wanted to come before the Township Committee to find out whose authority gives them permission to make changes to the Cross Acceptance Plan? Mayor Broderick explained they are guided by the township and they will bring something to their attention as they did recently with the plan. There were two minor changes that were suggested by the Pinelands and they came to us for final approval. Mr. Grodisky asked the Township to look at the comments about the Adelphia section of Jackson, he explained that the State wants a PA-5 and they want to turn it into a PA-2. It is all wet back there and by turning it into a PA-2 they are ignoring the wetlands and the reports of the Category 1 waterways. He asked if they are thinking about taking this off? Mayor Broderick explained he would contact Ragan Design in the morning because he wants to find out why they changed it from a PA-5 to PA-2 before he responds. He then asked Administrator Salerno to contact Mr. Ragan to find out why they are changing this.
PETER INGRAM, 3 CHERISE COURT: He congratulated Committeeman Seda on winning the election. He then stated they are elected by the people and should be held accountable by the people. Being they are on the Committee people look up to them and if they have any indiscretions they need to be honest and forthcoming. He then went on to say that the Park and Ride doesn't have any lights yet and he would like to know what the Committee is doing to take care of this. People are standing out there in the dark and it is very dangerous. He knows the lights are on the poles, but they have been that way for almost 2½ months and have not been turned on. He added they still don't have a shelter or telephone there either. Mayor Broderick addressed Mr. Salerno who has been in touch with Academy Bus and asked him what the hold up is in getting lights, he knows they have perimeter lighting on the street and the shelter and telephone are all part of the same issue. Committeeman Giblin stated the last letter he saw from the Township Attorney stated they are pursuing legal action against Academy. Dan Burke the Township Engineer stated there has been a long paper trail on this because Academy has not done what they have promised to do. The Township Committee authorized Public Works to put up temporary lighting out there. They also contacted JCP&L and did get lights placed in temporary spots across the road on existing utility poles while they were still waiting and still pushing Academy Bus to place the poles in. Academy did place the poles in and all the lights and wires are up, but the problem now seems to be connecting to JCP&L's power. They are also pushing the issue of the shelter. Committeeman Seda asked what is holding Academy up? Mr. Burke stated he could not say for certain what the hold up is. Deputy Mayor Kafton suggested that if the township can get someone to put up the shelter and pay for it by letting them advertise on it that would be fine, but if not, the Township should go ahead and do that and then go after Academy for the money. He said that they should also get phone service out there now because this has gone on long enough. This is a good service for the community and he and Mr. Giblin worked very hard to get it in here and he doesn't want it to get a bad name. Mayor Broderick asked the attorney if they go out and do the work can they then get other bus lines (NJ
