a nicer park. Tomorrow morning Mr. Delaney can call the Health Department or the DEP. He calls them continuously, but they are getting tired of coming out and not finding a problem. All he is doing is stirring up a problem that doesn’t exist. He went on talk about how there are a lot of low income people in the park, but they are nice people. They aren’t trying to hurt anybody, they are just trying to survive. They can’t survive in a $300,000 home. If they won’t give him a license, he can’t improve the park and that is why the lawsuit is here. He explained that they cite a trailer that is going to go on a lot. If they can’t store trailers there, where should they store them? They have been in court before regarding this and the Township judge said he could store trailers there that are going on a lot. He commented on how they will be in court and him and all these people here will be paying the bill. He asked for a temporary license. He spoke about how for twenty years they have taken his money and haven’t given him a license. He has always received the building permits, but this year he can’t even get them. He told them they are letting builders and contractors tear down woods with no problems and these people have been here for years.

KELLY DUNCKLEY, 1 ANNAPOLIS DRIVE, MANALAPAN: She explained that she is a property owner here in Jackson and she has lived in Jackson all her life. Five years ago her and her husband bought property on Reed Road and it went before the Planning Board. Her property is on the paved part, but it is millings or a paper road. She has subdivided her property into two lots, her parents were going to move into the other lot. She was required by the Planning Board to widen that road, take down the trees and gravel it. She said the Township Engineer told them that the person building on the corner of Perrineville and Reed Road would be responsible for putting the sub-base and top coat on that 1,000 foot section to her property. The estimate she received was $8,000 and now the price is over $40,000 dollars and her house is only $227,000. She met with the Township Engineer again and Paramount has put up $50,000 for their 60 homes and another developer building 7 homes on Perrineville Road is putting up $40,000. As a homeowner she should put up $40,000 for her one home. She explained that if they do this, they were told the road was going to become approved. Now they have learned that the Township of Jackson has no money and Mr. Peters told them that there is no intention to pave this road for at least two years. They are being asked to rip up a paved road and replace it with gravel and it will stay that way indefinitely. This road is a road to nowhere. It is the access road to Great Adventure and it is not meant to be a major artery. Committeeman Grisanti told her they need to go back before the Planning Board and ask for a waiver of those requirements and give the reasons she just stated. The Committee doesn’t have the authority to do that. He explained that it is up to the Planning Board to look at the engineer’s argument along with hers. The Mayor and Deputy Mayor also sit on the Planning Board and they along with the other members will make the decision weather to waive that requirement.
