# TOWNSHIP OF JACKSON RESOLUTION 316-2025

# AUTHORIZING PROFESSIONAL ENGINEERING SERVICES WITH T&M ASSOCIATES FOR SURVEY, DESIGN, AND OCEAN COUNTY SOIL CONSERVATION DISTRICT PERMITTING SERVICES FOR THE 'BARTLEY ROAD SIDEWALK IMPROVEMENTS – PHASE I' PROJECT IN THE AMOUNT NOT TO EXCEED $39,500.00.

WHEREAS, Jackson Township has the need for professional services related to the Bartley Road Sidewalk Improvements – Phase I project; and

WHEREAS, the performance of these services requires knowledge of an advanced type in field of learning pursuant to  N.J.S.A. 40A:11-2, and the Township has determined T&M Associates has the ability to perform the Municipal services required by the Township and is duly qualified to serve as Engineer; and,

WHEREAS, T&M Associates has provided the Township with a scope and fee estimate dated October 8, 2025, a copy of which is attached hereto as Schedule A; and,

WHEREAS, it is the desire of the governing body to appoint T&M Associates to provide the engineering services for the Bartley Road Sidewalk Improvements – Phase I project; and,

WHEREAS, the Chief Financial Officer has certified that sufficient funding exists and is available for this purpose, in account number C-04-55-846-000-329, in the amount of $39,500.00; and,

NOW, THEREFORE, BE IT RESOLVED, this 16th day of October, 2025, by the Township Council of the Township of Jackson Township, County of Ocean, and State of New Jersey, as follows:

1. T&M Associates is hereby authorized and directed to provide engineering services related to the Bartley Road Sidewalk Improvements – Phase I project, with the proposal attached hereto as Schedule A.

2. That this contract is awarded as a “Professional Service” in accordance with N.J.S.A. 40A:11-5(1)(a)(i) of the Local Public Contracts Law because it is for services to be performed by a person or persons authorized by law to practice a recognized profession.

3. That this resolution shall take effect immediately.

4. That a certified copy of this resolution shall be provided by the Township Clerk to the Purchasing Agent and T&M Associates.

5. That a certificate of availability of soft cost funds executed by the Chief Financial Officer is annexed hereto. The following account number constitutes the availability of funds for this project: C-04-55-846-000-329.
