MIKE REINA-181 HAWKIN ROAD: He addressed Council President Updegrave about the planning put into the possible change in EMS services and was confused that the Council wasn't "as informed" when the Mayor announced closing the Building Department and asked if they had any prior knowledge of it or did the Mayor take it upon himself? Council President Updegrave didn't know there was a layoff letter and she was surprised when she heard about it. He then stated EMS would have added another arm to government and asked why it was different with the Building Department? Councilman Martin explained they found out about EMS the same way they found out about the Building Department and that was when concerned citizens came before them and the Council decided to do their own research and come up with some suggestions. Mr. Reina asked if anyone asked the Mayor for his research documentation or research he did prior to coming up with his plan? Councilwoman Ingram stated when she sat in on the first Building Department meeting she took notes and it was the Building Department's responsibility to come up with the budget. Council President Updegrave explained how the present form of government works and Council Vice President Gudaitis explained the plan was submitted to the State because there was a deadline and the maximum number of layoffs was indicated only because it could be reduced if necessary but they couldn't increase that number.

DAN PENNINGTON II-3 LONDON DRIVE: He stated the Mayor was the administrative power but they as the Council have legislative power and if they don't like what the Mayor is doing, fight it, don't fund it and stand up to him and if they don't like the form of government, change it. Council President Updegrave stated once the form of government changes it has to stay in effect for five years before it could be changed again. Mr. Pennington stated when the Mayor back stabs them and makes them all look like fools, they should do something about it and don't be his puppet.

PAUL MAYEROWITZ-91 CYPRESS POINT LANE: He remarked about the ad in the paper and how irresponsible it was and how everyone was blaming everyone for running it. He wrote a letter to the publisher of the Jackson Times that went unanswered because he accused the publisher of being irresponsible for running the ad from an unidentifiable source. Council President Updegrave stated she didn’t even know if the information was true. Mr. Mayerowitz stated it must be true because nobody is denying it and even Dan Burke confirmed it at the last meeting. Mr. Mayerowitz stated what disturbed him the most was a vendor of the Township that owes $2 million, which he considers a substantial fine could financially cover a lot of problems in the Town. He asked the Council if there was a vendor that owed the Township that kind of money and Councilwoman Ingram stated she asked the Mayor and he stated no and then she went to the vendor and they said no. Council Vice President Gudaitis suggested he submit an OPRA request so they could get him accurate information. Mr. Mayerowitz stated, as his elected representatives, that they find out for him and spare him from submitting a request. Council Vice President Gudaitis stated they would find out for themselves. He can’t believe after 4 weeks they still don’t know if it’s a true statement or not but that kind of money would really help the Town.

RICHARD EGAN-24 OVERLOOK DRIVE: He stated Council members abstained on New Jersey Lawn Sprinklers and asked if that rang any bells? He recalled last year on the bill payouts that they paid $68K for two months worth of lawn work and reminded everyone Jackson had a Public Works Department and asked how they could pay those people that kind of money? He made a remark about the Council being elected and driving around in his limousine to which the Council did not agree. Councilman Martin stated they were going to look into the Building Department fines. Mr. Egan commented on the gypsy moths and caterpillars being out. Councilman Martin stated the State would be commencing the spraying soon.

TIM DOLAN-35 WESTLAKE CT: He addressed Council President Updegrave’s comment to Mr. Reina that she didn’t like this form of government. It disturbed him that she would run for office and then become president of a form of government that she didn’t even like. She stated when she ran for Council there was a referendum to change the form of government at the same time and that had nothing to do with her desire to help the public and represent the people. The problem with this form of government was a failure in communication. Mr. Dolan stated he sensed a fear of the Mayor from the
