Dear Harley:
The City Council of the City of Dubuque, Iowa has directed the preparation of the enclosed Urban Renewal Plan for the proposed Eastgate Court Housing Urban Renewal Area. In accordance with the requirements set forth in Chapter 403 of the Iowa Code, Urban Renewal Law, affected taxing entities shall be mailed the proposed plan, along with notification of a consultation to be held between the municipality and the affected taxing entities, prior to a public hearing on the plan. That public hearing has been set for November 16, 2026 in the City Council Chambers at the Historic Federal Building at 6:30 p.m. A copy of the proposed Urban Renewal Plan is attached. The Public Notice of the City Council hearing is also attached.
The proposed Plan, if approved, would create a new housing urban renewal area overtop an existing urban revitalization area on Eastgate Court. Iowa law requires urban revitalization areas utilizing a different tax exemption schedule than those outlined in 404.3(1, 2, 3, or 4) be designated as both an urban revitalization area and an urban renewal area. The Plan does not include the use of tax increment financing at this time. The Plan provides project details and the area to be included.
The consultation process affords the taxing bodies an opportunity to question the City about the plans. Each taxing body may appoint a representative to attend the consultation. The designated representative of the affected taxing entity may make written recommendations for modification to the division of revenue presented in the plan no later than seven days following the date of the consultation.
