WHEREAS, pursuant to N.J.S.A. 40A:11-6.1, any purchases, contracts or agreements which require public advertisement for bids shall be awarded to the lowest responsible bidder; and
WHEREAS, Special Projects Architect, Kevin M. Settembrino, has reviewed all bids submitted and has issued a recommendation for award in a letter/report dated December 8, 2016; and
WHEREAS, Roncon Construction Group, the apparent low bidder, failed to provide a Bidder’s Certification form from the electric and plumbing subcontractors, the Pre-Qualification Affidavit, the Notice of Classification, the Total amount of Uncompleted Contracts, the Certificate of Authority from the electric and plumbing subcontracts and its DPMC form attesting to Total Amount of Uncompleted Projects; and
WHEREAS, failure to provide these documents is a material defect resulting in the rejection of Roncon Construction Group’s bid for this project; and
WHEREAS, upon further review, Special Projects Architect, Kevin M. Settembrino, has made recommendation that the bid for the Jackson Township Senior Center Addition be awarded to Fasolino Contracting Corporation for a total contract price in the amount of $258,100.00 (Base Bid in the amount of $238,700.00 plus Alternate No. 1 in the amount of $19,400.00); and
WHEREAS, the Chief Financial Officer has certified that sufficient funding exists for this purpose in an appropriation under Account No. T-12-56-851-000-807 - Community Development Block Grant); and
WHEREAS, it is now it is the desire of this Township Council to act upon the recommendation of Special Projects Architect, Kevin M. Settembrino.
NOW, THEREFORE, BE IT RESOLVED, by the Township Council of the Township of Jackson, County of Ocean and State of New Jersey, that:
The Special projects Architect, Kevin M. Settembrino, is hereby authorized to award a contract for the project known as “Jackson Township Senior Center Addition” to Fasolino Contracting Corporation for a total contract price in the amount of $258,100.00 (Base Bid in the amount of $238,700.00 plus Alternate No. 1 in the amount of $19,400.00).
The Mayor and Township Clerk are authorized to sign or issue any appropriate documentation to give effect to the within resolution.
