On a typical day, approximately 15 employees arrive at the site between 7:00 AM and 7:30 AM and return at 4:00 PM to 4:30 PM.
Some employees arrive at the site to pick up a company vehicle and then go to a job site and some take company vehicles home and go directly to the job site.
➢ Approximately 2 pieces of construction equipment are moved onto and off the site daily.
Based on the foregoing, MRA assumed a worst-case scenario; one in which 15 employees arrive at the site and 15 employees depart from the site during both the AM peak street hour and PM peak street hour, even though some of the employees may take a construction vehicle home and may not enter or exit the site during these time frames.
With respect to the 15,000 SF of office space, the 11th Edition of the ITE Trip Generation Manual was utilized for trip generation purpose. Table II illustrates the anticipated traffic generation for the office space and construction yard based upon these parameters.

Site generated traffic was distributed north and south along Whitesville Road 50 percent to and from the north and 50 percent to and from the south based on the relatively equal traffic volumes traveling along the corridor during peak hours.
A design year of 2035 was assumed in accordance with Ocean County Planning Board protocol. Design year 2035 traffic volumes were prepared after consulting the New Jersey Department of Transportation's (NJDOT) background traffic growth rate data for the area. Existing base 2023 traffic volumes were expanded by 2.0 percent per year for 3 years and then 0.5 percent per year for 9 years to establish 2035 no-build traffic volumes. Site generated and distributed traffic was then surcharged onto no-build volumes and are shown on Table III.
