New Jersey (refer to Figure 2: New Jersey Road Map). The site can be found on the SE Lakehurst NJ United States Geological Survey (USGS) Quadrangle with NAD 1983 state plane coordinates (feet) of E(x) 558,604 and N(y) 446,303 at the approximate center of the site (refer to Figure 3: SE Lakehurst NJ Quadrangle Map). The site is in the Barnegat Bay Watershed Management Area (WMA 13), within the Toms River (above Oak Ridge Parkway) watershed (13EA), and the Toms River Toms River (Rt 70 to Hope Chapel Road) subwatershed (13EA03) (HUC14: 02040301060070).
The site consists of one (1) single-family home, one (1) commercial building with associated sheds, a pole barn, parking areas and driveways (refer to Figure 4: Aerial Map). The existing structures are served by an onsite septic system. The remainder of the property consists of an oak/pine upland forest. Undeveloped forested land continues off site to the south and west. Residential homes are located north and south. The property fronts on Whitesville Road, also designated as Ocean County Route 527, and is situated within an established industrial and commercial corridor with surrounding development consisting primarily of light industrial, warehouse, and service-oriented commercial uses. Refer to representative photographs presented in Appendix A of the various land coverages present throughout the site and adjacent areas.
The proposed project consists of the redevelopment of approximately 6.11 acres located at Block 22401, Lots 7 through 12 in Jackson Township, Ocean County, New Jersey, within the PM-1 Pinelands Manufacturing Zoning District. The proposed redevelopment includes demolition of the existing residential structure and removal of select existing improvements, followed by construction of a multi-building commercial facility. The planned improvements include a three-story office building with a footprint of approximately 5,000 square feet and a total floor area of approximately 15,000 square feet, a one-story warehouse building totaling approximately 12,750 square feet, and a detached storage shed of approximately 1,575 square feet. Ancillary site features paved parking and circulation areas, designated truck loading and staging areas, refuse enclosure, pedestrian walkways, landscaping improvements, lighting, and internal utility infrastructure. The overall site layout is designed to meet the bulk, setback, parking, and coverage requirements of the PM-1 zoning district, with total impervious coverage calculated at approximately 49.71 percent of the parcel.
Vehicular access to the site is provided from Whitesville Road, with internal circulation designed to accommodate passenger vehicles, delivery trucks, and emergency access. The site plan includes striped parking spaces, ADA-compliant accessible parking, fire lanes, and designated truck parking and loading areas. Traffic control improvements, pavement widening within the county right-of-way, and related roadway coordination are subject to Ocean County review and permitting. Trash and recycling services will be provided by a private hauler. Utility services will include connection to the existing public water system operated by the Jackson Township Municipal Utilities Authority, while sanitary wastewater will continue to be treated via an onsite septic system.
Stormwater management for the project is designed using a combination of porous pavement systems, underground infiltration basins, and surface basins to manage runoff quantity and promote groundwater recharge. Multiple porous pavement areas are distributed throughout parking and circulation zones, supplemented by underground perforated pipe systems and surface basins located in both the front and rear portions of the site. Where necessary, soils beneath infiltration systems are proposed to be removed and replaced with suitable soils meeting permeability requirements to support infiltration performance. Roof runoff is directed through pretreatment devices prior to entering the stormwater system. The stormwater system is designed to comply with applicable New Jersey Department of Environmental Protection (NJDEP) stormwater management standards and Ocean County drainage requirements.
