9.0 SUMMARY & DISCUSSION

  • Locally, temporary increases in noise levels will be encountered as a result of site clearing, heavy machinery, construction, and increased traffic conditions during construction.
  • During construction, clearing and grading may give rise to wind-blown dust, soil erosion, sedimentation, and a reduction of air and water quality within the site. These adverse environmental impacts shall be controlled to the maximum extent possible through proper implementation of BMP environmental performance controls;
  • The infrastructure of Jackson Township will be tasked with an increased demand for public services (police, fire, water, etc.) as well as electric and gas utilities for the site. This will result in increased municipal services as well as increased demand on natural resources;
  • The proposed development will increase demand for water allocation.

The Environmental Impact Statement demonstrates that the proposed redevelopment of the 6.11 acre site within the Jackson Township Pinelands Regional Growth Area can be implemented without significant adverse environmental impacts when designed and constructed in accordance with applicable regulatory requirements and identified mitigation measures. The project concentrates development on an existing disturbed parcel, avoids regulated wetlands and buffer areas, restores previously disturbed buffer zones, and incorporates engineered stormwater management, advanced wastewater treatment, and landscape improvements that enhance long-term site performance and environmental protection. Detailed evaluation of soils, topography, hydrology, surface water quality, vegetation, wildlife, threatened and endangered species, air quality, noise, visual resources, and cultural resources confirms that impacts are limited, temporary where applicable, and manageable through standard best management practices and agency oversight. The project is subject to review by the NJPC for consistency with the Pinelands Comprehensive Management Plan, as well as review and approval by the municipal, county, and health agencies. Based on the analysis presented, the proposed development represents a responsible infill redevelopment that aligns with local planning objectives, protects sensitive environmental resources, and supports orderly growth within the designated Regional Growth Area.
