7.0 ALTERNATIVES ANALYSIS
January 16, 2026 Page 26 of 29
The following alternatives were evaluated in demonstrating that the proposed location and design of the proposed development:
8.0 ADVERSE ENVIRONMENTAL IMPACTS THAT CANNOT BE AVOIDED
No Development Alternative: Under the no development alternative, the site would remain in its existing condition with aging residential and commercial structures, fragmented paved areas, and previously disturbed buffer areas that would remain unrestored. Existing stormwater management deficiencies and prior unauthorized buffer disturbances would persist, and no environmental remediation or restoration would occur. The site would continue to represent an underutilized parcel within a designated Pinelands Regional Growth Area, contrary to local planning objectives encouraging reinvestment in developed areas served by existing infrastructure. This alternative would not advance economic redevelopment, would not improve site organization or environmental controls, and would not address known compliance issues associated with the property.
Alternate Location: The proposed development is a permitted use in the PM-1 Zone. The subject site is not comprised of environmentally sensitive areas such as wetlands, streams, flood hazard zones, riparian areas or threatened/endangered wildlife habitat. Relocating the project would require acquisition and development of additional land, potentially in less suitable areas that may lack existing infrastructure or may contain higher quality environmental resources. Suitable parcels within the Regional Growth Area with comparable access, zoning entitlement, and utility availability are limited. Development outside the Regional Growth Area could increase pressure on environmentally sensitive Pinelands Preservation Areas or require extension of infrastructure into undeveloped lands, which is inconsistent with smart growth and Pinelands planning objectives. Redevelopment of the subject site leverages existing roadway access and utility availability while allowing restoration of previously disturbed buffer areas, resulting in a more environmentally responsible outcome than relocation.
Reduction of Scope: This alternative would not materially change the need for stormwater management infrastructure, septic system installation, access improvements, or environmental restoration obligations. Reducing project scope would diminish the economic feasibility of redeveloping the site and may limit the ability to fund required environmental remediation and buffer restoration activities. The proposed project represents a balanced redevelopment that meets zoning allowances, maintains regulatory compliance, and supports reinvestment objectives without introducing excessive site intensity.
A number of undesirable environmental impacts are unavoidable during and after construction:
A permanent displacement of the surficial geologic deposits in the form of underlying soils will occur because of additional grading, foundation and basin construction, subsurface disposal system installation, and other earth disturbances;
Traffic conditions within the area of the project will temporarily increase during the construction phase of the project, and will permanently increase as a result of the proposed development. The Traffic Impact Analysis concludes that the property will operate compatibility with the future traffic conditions of the area.
